    1. KEY DUTIES

     

    1. Plan, manage and direct all activities of the HSQMU.

     

    1. Lead, manage and coordinate the human resources of the HSQMU and provide professional leadership to staff, encourage professional growth and development and ensure that it is pursued.

     

    1. Develop quality policy guidelines, legislation, regulations and standards for the Health Services and provide professional advice to the Ministry of Health.

     

    1. Establish a customer relations complaint system for the Ministry of Health: ensure that investigations, audits and inspections in relation to quality control issues are conducted.

     

    1. Contribute to the development of national health policies.
    2. Establish, implement and ensure compliance with the Quality Management System; ensure that principles and practices of quality health care are implemented throughout the Health Service and develop a quality assurance database, monitor and evaluate its performance and publish operational and statistical reports.

     

    1. Ensure that the Quality Management System is updated regularly.

     

    1. Plan and coordinate quality improvement meetings at the national level.

     

    1. Institutionalize a sector wide system of monitoring and evaluation of the Quality Management System and advise on its performance.

     

    1. Conduct operational research, analyze the findings and implement appropriate action and publish data and reports regarding the sector’s performance against set standards.

     

    1. Lead in the preparation of the annual programme budget for the HSQMU.

     

    1. Prepare strategic plans and medium term operational plans for the HSQMU and contribute to the Ministry wide health planning.

     

    1. Ensure that material resources are available for the functioning of the HSQMU.

     

    1. Write proposals to access funding through programmes/grants.

     

    1. Develop the five (5) year strategic plan and the annual operational plans for the HSQMU and monitor and evaluate them for effectiveness.

     

    1. Develop and ensure the administration of patient satisfaction surveys and provide mechanisms to address customer feedback.

     

    1. Advise on the development of the Patient’s Charter of Rights and Obligations and establish the criteria for the Quality Awards System for the Health Sector; and implement, monitor and evaluate these systems.

     

    1. Develop a Communication Strategy for the HSQMU, ensure training for the application of communication methods, and update the strategy as needed.

     

    1. Contribute to the development of licensure and accreditation regulations and standards and ensure compliance with these regulations and standards.

     

    1. Represent the Ministry of Health at workshops, seminars and conferences nationally, regionally and internationally on matters of quality health care.

     

    1. Develop a Code of Ethics for the HSQMU and oversee organizational ethics standards.

     

    1. Lead, plan and coordinate the Quality Improvement monitoring and evaluating systems for the Health Service.

     

              XXIII.     Participate in disaster management activities designed to prepare for, mitigate

                         against and respond to disaster events.  

     

            XXIV.    Develop and implement strategies for improving and maintaining a high level of

                         customer service in the public sector.

     

            XXV.    Perform other related duties as required by the job function.
